ISOC-IL describes co.il as an open second-level domain and states that it carries no constraint as to the identity of the holder or the use made of the name. The zone is primarily intended for entities operating for profit, but that is a statement of purpose. The same status applies to .org.il. The restricted zones are net.il, ac.il, gov.il, idf.il, k12.il and muni.il.

The rules leave the allocation period to the applicant: one, two, three, four or five years. The same options apply on renewal. The five-year option was introduced in 2020 and its purpose is to remove an annual renewal deadline from your calendar. Renewal applications are accepted during the last three months of the current period, so keeping that window in view is the practical way to hold on to a name.

The rules tie allocation to the order of applications: the earlier valid and complete application recorded in the registry is examined first. Latin names are built from the letters a-z, the digits 0-9 and the hyphen, with a length between 3 and 63 characters. A name may not begin or end with a hyphen, and may not contain two consecutive hyphens. Hebrew names follow a separate scheme: the letters א-ת, digits and the hyphen, with a length between 2 and 63 characters, and the name may not start with a digit.

The rules are explicit: the holder may move the management of a name between accredited registrars at any time. The process runs on a transfer authorisation code, generated by the losing registrar at the holder's request, which identifies the party asking for the transfer.
