Direct second-level .tr names are allocated without documents; you do not need to submit a trademark certificate, commercial register entry or similar evidence. Now that the priority application phases have closed, .tr names are allocated on the same first-come, first-served basis as other extensions. What decides priority is the moment an application reaches TRABİS — so it pays not to sit on a name you like.

TRABİS is the "tr" Network Information System operated within the Information and Communication Technologies Authority. It became operational on 14 September 2022, and administration of .tr — run by METU under the name Nic.tr since 1991 — passed to this system. The same date brought the switch to the registry-registrar model used worldwide. For users, the practical result is freedom in choosing a provider and a standard transfer process.

.tr is the direct second level and the shortest form, typically chosen for brand addresses. .com.tr sits at the third level and is the extension long identified with commercial use. Since 14 September 2022 both are allocated without documents, so today's difference is not one of paperwork but of length, established familiarity and positioning.

When the level opened, staged priority was granted to existing holders under the older extensions: an organisation holding such a name could apply for the .tr counterpart of that same name. Priority applications were taken in category-based windows — applications for one category opened on 14 February 2024, for example. After those windows closed, allocation moved to the general first-come, first-served basis.

TAKAL and TAKIL are special name lists maintained by TRABİS. Names on them cannot be allocated through the documentless route, which places them outside the first-come, first-served rule. If the name you want sits on one of these lists, it cannot be registered through a standard documentless application and a different process applies. .tr is transferable. The move to the registry-registrar model means you can carry your domain between accredited registrars. The process starts with obtaining the transfer authorisation from your current provider and confirming the domain is not locked against transfer; your address keeps working throughout and the remaining registration period is preserved. Extensions remaining within documented allocation include .edu.tr, alongside gov.tr, bel.tr, pol.tr, k12.tr, av.tr, dr.tr, kep.tr and tsk.tr. For these, allocation completes once paperwork evidencing the relevant institutional or professional status is submitted through a registrar to TRABİS and examined. By contrast, .tr, .com.tr, .net.tr and .org.tr are documentless.
