No. The Gibraltar registration requirement in the common rules is limited by its own wording to the top level: «The .gi top level zone (without any preceding generic zone)...» Names carrying «com» in front fall outside that phrase. The com.gi additional rules page likewise does not repeat the requirement and defines the zone as being «for the registration of names relating to commercial enterprises». The registry's zone list sums up the split: .gi is for Gibraltar based companies, com.gi for any commercial organisation.
