Article 1 of the regulation requires the applicant to be a legal entity, commercial entrepreneur or self-employed person registered within the Macao SAR; article 2 paragraph 8 additionally ties a direct second-level applicant to the criteria of one of the category zones. A trustee service does not solve this: article 5 paragraph 4 allows a representative to handle the procedures, but eligibility is the applicant's own status, and article 9 provides that this status may be reviewed at any time.

The two run on different rhythms. Article 4 sets the validity of a registration at three years, renewable for an equal period. Article 11 paragraph 2, however, states that fees are charged on a yearly basis, counted from the date of registration, and must be paid within the sixty days before each annual expiry. So your registration lasts three years while your invoice arrives every year; the date to keep in your calendar is the annual payment date, not the three-year mark.

Documents must be submitted within eight days of the date the application form is filed. Article 5 paragraph 2 lists them by category: for the commercial zone, a copy of documentary proof that the business is registered within the Macao SAR, or proof of self-employed qualifications. The same paragraph also requires a Letter of Confirmation from every applicant, signed by the applicant or its legal representative, with a copy of the signatory's identification document. Article 8 sets out the chain. A renewal application may be made within the sixty days before the expiry date. If no application is made, or it is not completed for reasons attributable to you, the registration is immediately suspended for a maximum of sixty days; if it is still not renewed at the end of that period, the registration is cancelled with immediate effect. Article 11 paragraphs 3 and 4 build the same chain for non-payment of the annual fee. So there is a sixty-day recovery window, and nothing beyond it.

The parties, not the registry. Article 14 paragraph 1 requires the parties to handle all disputes arising from the registration and operation of domain names, and paragraph 3 states that the entity responsible for registration shall not be involved in any such dispute and will not act as mediator or arbitrator. There is therefore no UDRP-style administrative procedure. The regulation instead builds two preventive mechanisms: the fifteen-day publication of applications that do not match the entity name, and a separately published list of reserved domains.
