No. RICTA defines the registrant in neutral terms: «the person, company or organization that registers a domain name». Nothing in the rules the registry publishes requires you to be established in Rwanda, to appoint a contact in the country or to submit a trade register extract. A company based in Türkiye, a sole trader and a private individual apply on the same terms. Practice confirms it: .rw names are held through registrars based well outside Rwanda. There is no trustee arrangement and no notarised paperwork in this extension; signing up with an accredited registrar is enough.

The registry is RICTA Ltd, the Rwanda Internet Community and Technology Alliance. It is a not-for-profit private company based in Kigali and, in its own account, was formed to run both the .rw registry and the country's internet exchange point. It also holds a mandate from the national regulator to represent Rwanda's internet community. The distinction matters: in some countries registration rules are imposed by a regulatory decree, whereas for .rw the registry publishes the rules itself in contract form. The registry takes no applications from end users; every registration passes through an accredited registrar.

No. Both the registry's classic whois output and its RDAP response redact the registrant, administrative, billing and technical contact fields in full for privacy reasons; name, organisation and address are never printed. A lookup returns only the domain itself, the creation and expiry dates, the status codes, the name servers and the registrar's details. RICTA's own dispute resolution policy applies, and a complainant may choose between two providers: the WIPO Arbitration and Mediation Center or the Kigali International Arbitration Centre. A complaint therefore need not travel to Geneva; the arbitration centre inside the country is equally competent. Three elements must be proved together: the name is identical or confusingly similar to a mark in which the complainant has rights, the holder has no rights or legitimate interest in it, and the name was registered or is being used in bad faith. Provider fees are normally paid by the complainant, and the registry waits ten business days before implementing any cancellation or transfer.

Both sit with the same registry under the same agreement; the difference is level and positioning. .rw is registered directly at the second level and gives the shortest, most general address. .co.rw is a sub-space whose «co» carries a corporate connotation — but that is not an eligibility condition, and the registry asks for no declaration of commercial activity. The point that really matters is this: the two are independent registrations. Taking a name under .rw does not stop the same name going to somebody else under .co.rw. To close your brand in the Rwandan market, holding both is the direct route.

The registry system keeps a list of prohibited strings, and names that fall on it are refused outright with a «cannot be registered» response rather than reported as free. The categories that can be observed are the country's own name, geographic terms such as city and region names, and the registry's own brand. A technical naming rule applies alongside it: a label may not begin or end with a hyphen and may not contain two consecutive hyphens, and queries in that form come back as an invalid name. Hyphens inside a word and all-numeric labels, by contrast, are accepted.
