No. The registry's general terms define the holder as «a natural or legal person who registers a domain name in accordance with these General terms and conditions»; nowhere do they ask for nationality, residence, establishment in Slovenia, a local address, an agent or paperwork. A company based in Türkiye, a sole trader and a private individual all register on the same footing. What is checked is your contact detail: at registration and again at every renewal the registrar must verify your email address or telephone number, both for correct format and for actually working. The registry warns plainly that failure to reach the holder by email can end in deletion, so keep that mailbox live.

Between one and five years. The general terms define the period as «a renewable period of at least one and at most five years for which the Domain name is registered», and a separate clause spells out that registrars register or renew names for one, two, three, four or five years. There is therefore no six-year or ten-year .si registration. The term starts on the day of registration and ends on the same day of the month; on renewal the new period continues from the end of the previous one, so renewing early costs you nothing.
