.by Domain: the Official Country Extension of Belarus
.by is the country-code extension for Belarus and entered the root zone on 10 May 1994. By its own definition in the registration instruction, the zone administrator is the Operational and Analytical Centre under the President of the Republic of Belarus; the technical operation belongs to a separate company, Belarusian Cloud Technologies (beCloud). Registration itself runs through a third layer: accredited registrars that must be Belarusian legal entities. The national namespace is a pair — the Cyrillic .бел extension follows the same rules alongside Latin .by.
The extension is not closed to applicants abroad, and the rules say so explicitly. Article 16, part two allows a registrar to instruct foreign legal entities to conclude contracts on behalf of non-resident applicants, and the footnote defines a non-resident as a foreign legal entity, foreign sole trader or foreign citizen without a Belarusian permanent residence permit. In other words, you do not need a company in the country, a local address or a trustee.
The term options are narrow: article 21 allows one or two years only, and no longer period exists in this zone. Expiry is unforgiving — article 24 states that if the holder has not renewed by the date the contract ends, the registrar annuls the registration, and no recovery window is published. What happens day by day after it expires
Day 0 is the domain's expiry dateIn short: for .by the post-expiry timeline is set by the registry, so it differs from one extension to the next. Domain Is Active (Active Period)
Once registration is complete, the domain is registered to you for the term you selected. You can renew at any point before it expires to keep it active, or switch on auto-renewal so you never have to watch the date.
Redemption Period (Redemption Period)
The domain is not released the moment it expires — during this window it is still yours and can be recovered. Some extensions charge an extra restore fee at this stage, so renewing before expiry is always the cheaper route.

Yes. Article 16, part two of the registration instruction allows a registrar to instruct foreign legal entities to conclude contracts in respect of non-resident applicants, adding that the rights under such contracts arise directly for the registrar. The footnote defines a non-resident as a foreign legal entity, foreign sole trader or foreign national without a Belarusian permanent residence permit. So there is no residency, local address or trustee requirement; the registration still runs through an accredited Belarusian registrar.

There are only two options. Article 21 states that the registration term is one or two years at the applicant's choice, indicated in the application; article 22 adds that renewals are unlimited in number but each one is again limited to one or two years. A three, five or ten year registration is simply not defined in this zone. A renewal request may be filed no earlier than two months before the current registration ends.

There is no mandatory document list at the moment of application, but the registrar has the power to ask. Article 18 states that before data is entered into the database the registrar may demand documents confirming its accuracy. Article 27 turns this into a standing duty: on request, documents must be produced within seven working days, and a company abroad may be asked for a legalised extract from the commercial register of its country of incorporation, or a notarised copy translated into Russian or Belarusian. Article 39 governs the operation, called a transfer. The holder files an application with both the current and the new registrar; the contract with the new registrar runs only until the end of the existing registration, so the term does not restart. The operation is completed within seven working days of the current registrar receiving the request. Yes. Article 41 lists four routes for administration rights to pass: an assignment contract, a court decision, inheritance, or succession when a legal entity is reorganised. Article 42 adds that a contractual transfer is possible only within the registration term; the transferor files an application and the transferee files an acceptance together with its own identifying data. Rights arise the moment the registrar enters the new holder into the database. On a documented death, article 44 suspends delegation and extends the term to the end of a nine-month period.

Article 5 defines the format in detail: a name consists of at least two and at most sixty-three characters and may contain only lowercase Latin letters, digits and hyphens. A hyphen may not begin or end the name, and hyphens may not occupy the third and fourth positions at the same time. A two-letter .by name is therefore possible as a matter of rule. If you want a Cyrillic name, that is not an IDN version of .by but a separate extension: .бел, the second half of the national namespace.
