No. The registry's administration policy states that applications are processed without discrimination and that the same rules apply to all of them, with priority determined purely by the order of arrival. The registry does define separate domestic and international workflows, but that split only decides which tariff applies, not who may register. At the end of the thirtieth day the record is deleted from the registry database and the name opens to everyone. The difference is one of level and tradition, not of rules. Both sit in the same zone run by the same university, under the same terms of service, the same expiry chain and the same dispute procedure. .com.gt is the commercial space left over from the zone's original architecture and still holds the large majority of the volume; .gt is written straight at the second level and shortens the address.
