The eligibility clause lists four categories and the fourth reads: «other individuals or organizations whose activity and use of the domain name are not in conflict with the laws, practices, and interests of the Islamic Republic of Iran». No clause anywhere in the text asks for an Iranian address, a local representative or an agent. Registration therefore turns on the name and its use, not on where the applicant is resident.
