.ir Domain: Iran's Official Country Code Extension

.ir is the country code extension of the Islamic Republic of Iran, entered in the root zone database on 6 April 1994. The zone is run neither by a ministry nor by a private company but by a research institution: the Institute for Research in Fundamental Sciences (IPM) in Tehran and its IRNIC unit. The rules consist of a registration agreement and four appendices, and the agreement states expressly that where the texts conflict, the English version prevails.

Who may apply is set out in four points, and the fourth is decisive: «other individuals or organizations whose activity and use of the domain name are not in conflict with the laws, practices, and interests of the Islamic Republic of Iran». The zone is therefore open to applicants not resident in Iran; no Iranian address, local representative or agent appears anywhere in the rules. Nor is any document required directly under .ir — that condition belongs to third-level zones such as co.ir.

The naming rules are precise: a minimum of 3 and a maximum of 63 characters; only Latin letters, digits and hyphens; a hyphen may not be the first or last character, nor sit in the third and fourth positions at the same time. Two-character names cannot be registered directly under .ir. Fifteen generic extension strings, geographic administrative unit names and names of national significance are also reserved. There is no middle option for the term: The registry's fee schedule defines only two items for registration and renewal: one year and five years. There is no two, three or four-year option at all, and the same structure carries over to third-level names. The practical consequence is this: choose one year and you track a renewal deadline every year; choose five and renewal drops off your agenda for the next four. No middle ground exists, so plan the term accordingly.

  • Yes. The eligibility clause lists four categories and the fourth reads: «other individuals or organizations whose activity and use of the domain name are not in conflict with the laws, practices, and interests of the Islamic Republic of Iran». No clause anywhere in the text asks for an Iranian address, a local representative or an agent. Registration therefore turns on the name and its use, not on where the applicant is resident.

  • Not directly under .ir. The document table in the rules applies only to third-level zones, each with its own requirement: co.ir asks for proof of commercial registration, ac.ir for an official licence, id.ir for identity or residence evidence. Accuracy of the record, however, is a continuing obligation: the registry may query the data, and failing to answer within 15 days is a ground for cancellation.

Directly under .ir the zone is open to all four eligibility categories and asks for no document. co.ir is set aside in the third-level table for «registered commercial companies» and requires valid proof of commercial registration. Naming rules and term options are identical in both zones; what differs is the institutional signal co.ir carries and the document asked for at application.

The registration agreement provides that the registrant may transfer the registration by strict adherence to the procedure in force at the time of transfer and payment of the applicable transfer fee; the registry's fee schedule contains a separate transfer fee item.
