Anyone, Libyan or foreign. The registry allocates names on a first come, first served basis, and for names of four characters or more the applicant is not asked to be established in Libya, to show a local address, to appoint an agent or to file any documents. A company based in Türkiye, a sole trader and a private individual apply on the same terms. Registration runs only through accredited registrars; the registry takes no applications itself. The one real narrowing sits on names shorter than four characters: those are reserved for applicants with a local presence in Libya and are not issued through the general channel.

From one year up to ten. The registry states the term in a single sentence on its own questions page, and the whole range is genuinely usable: two-year, three-year and five-year registrations are all possible, with no intermediate values excluded. Since 30 October 2025 the extension sits with the Libyan state. On that date IANA transferred management of .ly to GACI, the General Authority of Communications and Informatics in Tripoli, created by the Government of National Unity. The previously recorded manager was the country's national telecom company, dissolved years earlier; the extension had been run in that gap for a long time. The technical side did not change: name servers and the registration system are still operated by Libya Telecom and Technology (LTT). The extension entered the root zone in 1997. In practice this means your registration flow and your registrar are unaffected by the transfer.

Yes, in full. The registry's regulation says so up front: the registrant's name, telephone number, fax number, email address and other contact details will be publicly accessible. Measurement matches — in the records queried, the holder's name, street address, city, country, telephone and email all come back unmasked, with no redaction line anywhere. No privacy service is offered for purchase either. In four steps. First you confirm the name is eligible: the lock must be off and the status active. Then you verify that the registrant and administrative email addresses are current, because the whole process runs through them. Third, you obtain the transfer authorisation code; the registry issues it through your current registrar and can also generate it through the key retrieval option on its own lookup page. Only English letters, digits and the hyphen. The name must begin with a letter or a digit and end with a letter or a digit; names that start or end with a hyphen are invalid. Measurement confirms it: queries with a leading or trailing hyphen are not even processed as a valid name by the registry's system, which returns an error instead. Names in Arabic script are not supported in this zone — the published name composition rule allows the English character set only, and Libya operates no separate top-level zone in Arabic script. The first hit lands immediately. Under the lifecycle the registry publishes, the name is removed from the zone file one day after expiry and put on hold, which means your website and any mail on that domain stop working that same day. The name stays attached to you for a while longer, but if payment never arrives it is eventually deleted and opened for anyone to register. So the cost of delay is an outage first and the loss of the name second. Put the expiry date in your calendar and keep the email address filed with the registry working, because notices go there.
