Yes. The TRA's «rules for registering domain names from outside the Sultanate», issued 30 December 2025, allow institutions and companies based outside Oman to register second-level names under om. You must meet one of two tests: your official registration data must be viewable in Arabic or English in your country's commercial-register search service, or you must hold a global trademark filed with Oman's Ministry of Commerce, Industry and Investment Promotion or recorded in the WIPO database. No Omani company, Omani address or local representative is required.

The rules list four items for a foreign applicant: a valid copy of the commercial register in your country of incorporation, a valid trademark certificate if you own one, the electronic link to the government body that provides the commercial-register search service, and supporting legal documents proving that the registration or trademark is valid. No apostille, consular legalisation or Omani notarisation is asked for. Your registrar must verify the register through the link you supplied within three days of the application.

Article 19 of the Domain Names Regulation sets the term at no less than one year and no more than five. Renewal happens on the registrant's request, and the accredited registrar must process a renewal request within 24 hours. The regulation's fee schedule puts om., com.om, co.om, net.om, org.om, me.om, med.om, edu.om and museum.om in the same annual line item, so at registry level a second-level name and a third-level name cost the same.

The name does not drop on the expiry date. Article 20 builds a two-step chain: if the term lapses without renewal, the Authority may grant the registrant up to 30 extra days; if that window also passes, the name is suspended for up to another 30 days, and the registration ends when that period expires. In practice you have a recovery window of up to 60 days. A name you cancel yourself becomes available again after five days.

There are two separate operations. To change registrar (article 22) you submit a request containing your password; the losing registrar must decide within three days, may not object, and may not charge any fee for it. To change owner (article 21) you need a transfer request with the password and reasons, an acceptance letter from the new holder, and the transfer fee. No. Neither the Domain Names Regulation nor the December 2025 rules contain a single provision about hosting location, name-server count or local hosting. Your servers can sit in Türkiye, in Europe or anywhere else. The only related point the Authority regulates is that name-server changes go through your accredited registrar. The rules do ask for one thing explicitly, though: you must consent to your data being published in WHOIS.

Both follow the same regulation and the same December 2025 rules, so the term, the name syntax, the expiry chain and the transfer procedure are identical. The only difference is eligibility: article 10 reserves com.om and co.om for licensed commercial establishments and companies, while second-level .om asks for no such status. If you are a trading company both zones are open to you, and the choice comes down to which name is still free.
