Yes. The TRA's «rules for registering domain names from outside the Sultanate» of 30 December 2025 name com.om explicitly and open it to institutions and companies based outside Oman. You must meet one of two tests: your official registration data must be viewable in Arabic or English in your country's commercial-register search service, or you must hold a global trademark filed with Oman's Ministry of Commerce, Industry and Investment Promotion or with WIPO. No Omani company and no local representative are required.
