No. Article 1.7 of the registration policy decides it in one sentence: any natural or legal person, national or foreign, may register a domain name with NIC-Panamá. You do not need a Panamanian company, an office, a tax number or a local representative. Individuals apply by stating an identity card or passport number, legal entities enter their corporate details. The registry also sets no limit on how many domain names one person or company may hold.

No paperwork is required at registration. The rules ask only for a declaration: you state that the information in the application is correct, and the registry reserves the right to cancel the name if it turns out to be false. The registry's own answer points the same way — you first complete the account form, then enter the registrant and contact details. Documents come in at only two points: zones with eligibility conditions such as edu.pa, med.pa or abo.pa, and a change of registrant.

Two years. Article 5.3 of the policy ties the registration fee to a two year assignment period, and the terms the registry publishes are two, three, four and five years. There is no one year registration option. Renewal is more flexible: you may renew in periods of at least one year, and you do not have to wait for the expiry date to do so — early renewal is allowed at any time. Payments are never refunded.

It is not deleted at once; a two step window runs. If the renewal period has ended without payment, a grace period of seven calendar days applies first, after which the name is suspended for 23 calendar days. Paying during the suspension lifts it and the name keeps working. Once that window closes the registration is revoked and the name becomes available to third parties. In practice you have about thirty days to recover it, but while the name is suspended the address does not resolve.

Panama has no WHOIS server answering on port 43; the field is empty in the IANA record and lookups run only through the registry's web interface. The rules list what is public: the domain name, the registrant's name, the names and e-mail addresses of the administrative, technical and billing contacts, the name servers, the creation, renewal and update dates, and the status of the name. The rules regulate transfers openly and place no limits on them. A change of registrant is filed as a «Cesión de Nombre de Dominio»: both parties must already exist in the registry's database, the relevant documents are attached, and the new holder accepts the registration agreement; once approved, the new holder pays the registration fee in force that day. Transfers by inheritance or court order are covered separately. Changing the account administrator is a separate request. The one thing that cannot change is the name itself.
