No. The registration rules list com.pa among the unrestricted zones, and the registry's own answer is explicit: the unrestricted ones are com.pa and nom.pa, while edu.pa, org.pa, net.pa, gob.pa, sld.pa, ac.pa, abo.pa, ing.pa and med.pa are restricted. No commercial register entry, activity certificate or chamber membership is asked for. The country side is open as well: the rules name national and foreign applicants in the same sentence.

In terms of eligibility there is none: both are unrestricted, both accept applications from abroad and both follow the same syntax rules. The difference lies elsewhere. First, the name pool — com.pa has been in use longer, so popular names are more often taken, while short names are easier to find under direct .pa. Second, perception: com.pa states a commercial identity directly, whereas .pa gives a shorter, more brand centred address.
