In terms of rules there is none; in terms of positioning there is. The registry's agreement defines a domain as "the .pr second or third level Domain Name", so eligibility, documents, transfer, expiry and dispute rules are identical in both zones. The difference lies in reading and convention: com.pr signals a commercial identity explicitly and carries corporate registrations dating back to 2003, while the second-level .pr is shorter and has lately also been picked up for generic words.

Yes. The governing contract is the same one that covers .pr, and no clause of it asks for residence, incorporation, a local address or a representative in Puerto Rico; the registry's question-and-answer page ties registration only to complying with the agreement. Practice bears this out: a portion of the registrations under com.pr are held by companies outside Puerto Rico through registrars abroad. No cap applies to the number of names either.

Not at registration. The application section of the agreement asks only for contact details, a warranty that the information is accurate, and a management account. Paperwork appears only at a change of holder: the transferring party must give the registry evidence of a transfer agreement, or another document proving consent that carries the current holder's name and signature. The documentary burden sits at the handover, not at the purchase.

Yes, and that is measurable. com.pr has its own set of name servers and its own start-of-authority record, and it carries its own DNSSEC key inside the parent zone, so the signature chain runs unbroken from .pr down to com.pr. Asked for a name that does not exist, the zone produces its own clean negative answer. That clearly distinguishes it from the "shell" sub-zones seen under some country extensions, where no working registry sits behind the delegation.

Five days. The fee section of the agreement states that if charges are not paid in full within five days of the expiry date, the name is deleted and becomes available to third parties. The registry says it may send notices 60 and 30 days ahead but does not treat that as an obligation; a notice that never arrives is not an excuse. No redemption window is published either, which is why keeping auto-renewal on is the safest route.

Yes. The agreement covers both a change of registrar and a change of registrant in one clause: the registry is notified in advance, the incoming holder's full registration data is supplied, and a signed document evidencing consent is attached.
