The registration rules bind every second level zone and list, among the registrant's data, a domicile established in Uruguay together with a CI, RUT or equivalent number; the closing section treats that address as a «special domicile» and gives the courts of Montevideo jurisdiction. There is no obligation to form a company or appoint a local representative, but the service address has to be settled before you apply. The rules are written by SeCIU, the computing service of the University of the Republic; article 7 of that same text subdelegates administration of the zone to ANTEL, so applications and operations run through the system of the state telecommunications operator. You obtain an authorisation code from the current agent, valid for fifteen calendar days, open the transfer step in the new agent's system, and the operation completes within ten calendar days at most. The registrant's name and e-mail address must stay identical on both sides. The fee is set by the new agent and includes one year of renewal; you can start on our domain transfer page.

Yes, there is a separate procedure for it. The current holder or the administrative contact starts the request in the system; a confirmation e-mail goes to the current holder and then an acceptance e-mail to the incoming one. When the chain is complete a payment document is issued to the new holder and must be settled within three days; once paid, the name's term is extended by one year from its current expiry date. If a confirmation is missing or payment is late, the request is cancelled.
