Yes, there is a genuine condition on the address side. The rules list, among the registrant's data, a domicile established in Uruguay together with a CI, RUT or equivalent number; the closing section treats that address as a «special domicile» and gives the courts of Montevideo jurisdiction over any dispute. For up to five. The rules cap the term explicitly and add that the registration may be renewed indefinitely as long as the maintenance fee is paid; you choose the number of years during registration. One detail matters: the payment document issued at the end of registration must be settled within ten calendar days. If no payment is seen in that window the registration lapses automatically and the name is released again — the name appearing briefly in DNS does not mean the payment has arrived.

The registry even ran a three month priority window for such names in 2016. Letters specific to Turkish, such as ş, ğ or ı, are not on that list. A name may neither begin nor end with a hyphen.

Only the holder or the administrative contact may start it: you obtain an authorisation code from the current agent, valid for fifteen calendar days, enter the transfer step in the new agent's system, and the operation completes within ten calendar days at most. The two zones share their rules but have different operators: direct .uy names are managed by the registry SeCIU, while administration of com.uy is subdelegated by those same rules to ANTEL, and applications there run through ANTEL's system. The eligibility conditions come from one source, and the domicile requirement applies in both zones. The practical difference shows up in two places: the application channel and the name pool. By the July 2026 statistics com.uy is the busier zone, so short names are easier to find directly under .uy.
