Enter the Bosnia and Herzegovina market with a .COM.BA Domain

The zone is run by BH Telecom d.d. Sarajevo, the state-owned telecommunications operator of Bosnia and Herzegovina. This can be verified by measurement: the authoritative name servers for the com.ba zone sit on the company's own infrastructure, and the zone's SOA record names the company's own domain as the responsible address. UTIC, the national .ba registry, recognises the zone but does not operate it; the national regulation places .com.ba on its list of standard second-level zones and adds only the note «delegated». For the other five zones it describes in detail who may register, but for .com.ba it describes nothing.

.ba is the country extension administered directly by the national registry: the records live in UTIC's database, registration runs through registrars accredited by that registry, and the registry publishes active counts, a price list and a transfer procedure for those names. .com.ba, although it sits inside the same country's namespace, is outside that system; the national regulation treats it as «delegated», and its records are kept on a separate organisation's own infrastructure. Same country and same flag, but a different registry and a different procedure.

Both sit beneath the Bosnian .ba namespace and both lie outside the national registry's database, but they differ in operator and in how transparent they are. .com.ba is named in the national regulation and delegated to the country's telecommunications operator; it has no separate published rulebook and no working lookup service. .co.ba, by contrast, is never mentioned in the national text at all, yet has a detailed regulation published by a private company and a WHOIS page open to anyone.

Not through any public channel. Measurement found all three routes closed: no WHOIS server answers on port 43, the IANA root zone record for .ba carries no WHOIS line, and IANA's RDAP bootstrap file holds no entry for .ba or .com.ba. The national registry's lookup returns nothing either, because these names are not kept in its database. The national regulation asks for no documents for .com.ba. It imposes the duty to supply a classification-of-activity notice or equivalent proof on five second-level zones only: .edu.ba, .gov.ba, .mil.ba, .net.ba and .org.ba. In those five the applicant must evidence a particular capacity — .org.ba, for instance, is open only to associations, cultural institutions and comparable non-profit legal persons. .com.ba appears on neither list, so it carries neither an eligibility test nor a document requirement. Actual practice points to a single set: the letters a-z of the English alphabet, the digits 0-9 and the hyphen. Every .com.ba name recovered from certificate transparency records stays inside that set; none contains a non-ASCII character or a punycode form. Hyphens are used widely, and names beginning with a digit do occur. The practical consequence is this: the letters č, ć, đ, š and ž used officially in Bosnia and Herzegovina, and the Cyrillic alphabet, will not help you in this zone — you have to build your brand name from its ASCII equivalent.

The overwhelming majority run on the operating body's own servers. When the name servers of a random selection of registered .com.ba names were queried, almost all of them pointed at the operator's infrastructure; only a handful had been moved to an independent provider such as a global DNS service. So the names really are delegated and moving DNS elsewhere is possible, but it is not the usual behaviour in this zone. The comparison is telling: in the sibling zone .co.ba a substantial share of names sit with independent providers.
