Yes, but not directly. Registro.br's rule is explicit: a foreign company may request a domain only by appointing an attorney-in-fact (procurador) legally established in Brazil. Once the attorney is appointed and the company is entered in the register, you receive an identifier that replaces the CNPJ on the application form. The powers granted to the attorney must cover four operations together: registration, cancellation, transfer of ownership and transfer of the holder contact. So the attorney is not merely an address but the party authorised to act on the domain — choose accordingly.

Seven items for a foreign company: a notarised power of attorney granting the attorney authority; a declaration of commercial activity stating the legal name, full address, telephone, corporate purpose, activities and the name and role of the legal representative; a declaration undertaking to establish activities permanently in Brazil within twelve months; consular legalisation of those three at the Brazilian consulate in the company's home country; sworn translations of all three; a copy of the attorney's CNPJ or CPF; and a letter from the attorney identifying the holder contact. The file goes by post to the registry in São Paulo. For a Brazilian CPF or CNPJ holder, com.br needs no documents at all.

The permitted characters are the letters a-z, digits 0-9, the hyphen, and à, á, â, ã, é, ê, í, ó, ô, õ, ú, ü and ç. A name may not consist of digits alone and may not begin or end with a hyphen. Registro.br's fee table lists each year from 1 to 10 individually, so the set is continuous: three, four or seven years can genuinely be chosen. There is no gap of the «only 1 and 5 years» kind found in some countries. One exception exists but does not touch com.br: in the nom.br category the minimum term is three years.

It is frozen first: if payment does not arrive, the name stops resolving. At this stage a one-off payment extension can be taken — the name returns briefly while you pay, and the registry asks that the option be used only in emergencies. If payment still does not arrive the name is deleted and does not return to the open pool but enters a scheduled release process. Expiry notices are sent electronically at registration and thirty days before each expiry; because day counts are not published, follow those notices for the calendar.

Names that are not renewed, are cancelled, or show irregular holder data do not fall into a first-come pool; they enter the registry's scheduled release processes. Each process runs for a week and the list of participating names is published two days before it opens; applications are accepted only inside that window. If two or more applicants appear for the same name, the process becomes a competitive one and the name goes to the highest of successive financial offers. Any offer placed in the final ten minutes extends the process by another ten, so it needs watching.

Registration also needs at least two name servers answering authoritatively for the name; if you have none of your own, the registry's servers complete the registration in about five minutes.
