Not today. The registry ties eligibility down in one sentence: registration and renewal are open only to bonafide local residents, with standard documentary requirements applying. The same text adds that applications on behalf of international non-residents may be allowed later at BNNIC's own discretion — but names no date and gives no commitment. Without residency in Brunei you cannot obtain a com.bn name; the test is genuine residency, not a mailing address.

The registry closes its eligibility sentence with "standard documentary requirements shall apply", so proving local residency is part of the process; the detailed list is left to the registrar's practice and the registry's own policies and guidelines. For second-level applications the paperwork is named explicitly: a declaration form, the application form, the associated fees, and any supporting documents the registry may require. Only from the fifth character onward. Listing permitted characters, the registry accepts appropriate combinations of Roman letters and numerals and allows the hyphen too — but sets a clear limit: the hyphen may not appear in the first, second, third or fourth position. That is considerably wider than the familiar rule against two hyphens in the third and fourth positions. Length may not exceed 63 characters excluding the .bn suffix.

One or two. The registry states it in a single sentence: a successful registration is currently permitted for either 1 or 2 years. The term starts when the refund window following the application closes and ends on the notified expiry date. A renewal application can be accepted from roughly one year before expiry. Long-term registration is not available in this extension, so plan the renewal schedule at the point of registration.

Yes, there is a two-stage window and both stages are published. An application made within thirty days of expiry brings full restoration (the Expiration Period) — though services such as the website and e-mail may be suspended during it. Once that period passes there is a further thirty days (the Redemption Grace Period), this time with a separate re-instatement fee on top of the renewal charge. Sixty days after expiry the record is purged and the name is recycled.

Three scenarios are defined: a change of registrant only, a change of registrar only, or both at once. The shared mechanism is this: the incoming holder obtains consent and the domain password from the outgoing one, the application goes to the registrar, and the outgoing holder is notified by e-mail. Through the registry's own procedure: the BDRP and the BDRP Rules. Citing neutrality, BNNIC states plainly that neither it nor its registrars will handle complaints directly; an independent centre hears the file, and the current one — on a non-exclusive basis — is the Kuala Lumpur Regional Centre for Arbitration. A panel of one or three members decides by majority, and physical attendance is not required. An appeal to an appellate body is open within ten days.
