No. The rules declare the second level .cr open to «any sector or person» and ask the applicant for no commercial capacity, trade or activity certificate. Both natural and legal persons may register, and for both the text says «established in Costa Rica or abroad», so you need no address, branch, agent or trustee in the country. The registry keeps a separate identification type for foreign applicants. A document requirement arises only in the third-level categories (.ac.cr, .ed.cr, .fi.cr, .go.cr, .or.cr, .sa.cr), and those names also demand physical presence in the country.

One character. The rules do not forbid one, two and three character names at the second level; they place them in a separate class called «Dominio Premium» and tie them to a distinct tariff that steps by character count. In three character names the middle character may be a hyphen. Measurement confirms it: single character and two character .cr names are registered and have been in use for years. The upper limit is sixty-three characters. So if you are after a short brand name, try two and three letter options on the domain name search page; the system flags a short name as Premium.

You get forty-five days. On the due date the name moves to «expirado» and a late renewal surcharge starts running, but the address still resolves. On the fifteenth day the registry pulls the name from DNS: your site and mail stop that day, though the name is still yours. You then have thirty more days to renew, with the surcharge rising past that threshold. On the forty-fifth day the name is deleted for good, cannot be recovered, and any interested party may register it. The registry sends reminders 30, 15 and 1 day before expiry and again before the shutdown and the deletion.

Both belong to the same registry under the same policy document; the difference is the level and the eligibility test. .cr is registered directly at the second level and asks nobody for a capacity. .co.cr is a third-level commercial category reserved for natural or legal persons who carry on commercial or comparable activity. On local presence the two are equal: the registry states that .cr and .co.cr are the only two spaces you can register without physical presence in the country. The remaining categories — .ac.cr, .ed.cr, .fi.cr, .go.cr, .or.cr and .sa.cr — require both documents and presence in Costa Rica.

No. The rules list the valid characters exhaustively: the letters A to Z of the English alphabet, the digits zero to nine, and the hyphen. The Spanish letter ñ and accented forms such as á, é, í, ó, ú and ü are not in that set, and the underscore is excluded too. A name may not begin or end with a hyphen, nor contain two consecutive hyphens. The practical consequence is that an accented brand name cannot be written literally under .cr: you drop the accent or shorten the name. There are two separate operations and they are easily confused. A change of registrar runs on a code: the party starting the transfer generates a token, you enter it under the pending transfer step in the new provider's panel, and the fee equals one year of the registration tariff. A change of holder is a different procedure, started by the holder contact, for which the registry sets its own fee. One hard limit: third-level category names and personal names cannot be transferred, and a personal name moved to another registrar loses its category and reverts to an ordinary .cr name.
