For the direct second level, yes. Article 2 of the regulation states that only organisations with an official establishment in Curaçao may hold a .cw name: a sole trader, a professional, a partnership, a company or another legal person, in every case with its statutory seat or actual place of business on the island. In addition, the person responsible for the organisation must be listed in the Curaçao population register. For applicants abroad the registry points to third level names such as com.cw.

The regulation lists three. First, an extract from the Curaçao Chamber of Commerce that is no more than one year old; it evidences both the identity of the holder and its seat or actual establishment on the island. Second, an indemnity declaration signed by a director or an officer of equivalent standing. Third, an authorisation letter signed by the holder for later changes and deletions. If the documents do not arrive within five working days of the application, the application lapses.

Because the registration period follows the calendar year. The regulation states that the year count runs from January to December and that the fee is paid in advance in January of the current year. If payment has not been made by the end of January, the registry notifies that the name will be removed within 30 days; the text's own summary is clear — all payments must reach the university's finance department by the end of February each year. The first registration covers two years, and subsequent years are invoiced one at a time.

Transfer is possible; selling is effectively closed. Article 11 of the regulation makes a transfer conditional on a request signed by both parties and requires the incoming holder to submit the eligibility documents again. The final paragraph of the same article sets a ban: a holder may under no condition trade with a .cw domain name, and if a name is sold to a third party the sale price may not exceed one year's registration fee. A maximum of 63 characters is recommended. The permitted characters are letters, digits and the minus sign; the minus sign may sit only between two letters or digits, and the name must contain at least one letter. No text refers to characters outside the Latin set.

Yes, and the grounds are published: a reserved name, a formal error, an identical or «look a like» name already present, incorrect data, technical non compliance and a misleading geographical reference. The registry's list of reserved names is not public; the regulation names only the categories — place names, political entities, public bodies, technical terms and similar — and states that reserved status is final and non negotiable. Where an application is refused you may object with reasons within five working days.
