Article 5.1 of the Naming Policy opens registration only to natural persons residing, and legal persons established, in an EU member state or in Iceland, Liechtenstein, Norway or Switzerland; Turkey sits outside that area. A change of holder sits in Article 6.4 and is heavier: registrars must obtain the consent of both parties before the operation. Only through Afnic's own procedures. Article 7.2 states that the holder undertakes without reservation to comply with the SYRELI and PARL EXPERT procedures and then sets the boundary: Afnic is not bound by any other alternative dispute resolution procedure. The UDRP filing familiar from gTLDs therefore produces no result here; a trademark owner goes to SYRELI or to court. A decision is enforced through the compulsory transfer route in Article 6.5, and the incoming holder passes the eligibility check too.
