.com.ht Domain: Haiti's Commercial Namespace
.com.ht is the commercial zone under Haiti's country extension .ht. The extension is managed neither by a company nor by a ministry but by a joint structure of two institutions: Consortium FDS/RDDH, formed by the Faculty of Science of the State University of Haiti and the Sustainable Development Network Foundation, based in Port-au-Prince. .ht entered the root zone on 6 March 1997, and the binding text is the eight-chapter «Charte de Nommage».
The charter divides the namespace into three categories and places com.ht in the first, «for profit-making businesses in general». The zones that demand documents are listed separately — edu.ht, gouv.ht, rel.ht, med.ht and coop.ht — and com.ht is not among them, so it is a free zone where, under article 17, allocation is confirmed as soon as payment is made. Registration is open to all: article 4 says «whether Haitian or not, whether legally present in Haiti or not».
The minimum length is one character and the permitted characters are A-Z, 0-9 and the hyphen; accented letters are forbidden and are stored without their accents. No. Article 4 of the Naming Charter opens allocation to every applicant «whether Haitian or not, whether legally present in Haiti or not». com.ht also does not appear on the list of zones that require documents — that list holds only edu.ht, gouv.ht, rel.ht, med.ht and coop.ht. Article 17 spells out the consequence: in a free zone no supporting document is asked for, and the allocation is confirmed as soon as payment is made.

The charter recognises one term only: under article 41 a domain name is valid for 12 months from the last operation billed to the registrar. No other period appears in the text, and the fee schedule is annual. Measurement supports it: expiry dates on third-party registrations fall one year after the registration date. The renewal calendar therefore has to be run every year.

Yes. In a measurement on 15 August 2026 both the single-letter a.com.ht and the two-letter ab.com.ht came back unregistered, and so did generic labels such as haiti.com.ht, capital.com.ht, shop.com.ht, web.com.ht and radio.com.ht. The minimum length under article 22 of the charter is one character. The zone is used by large institutions, but occupancy is low.

No. Article 24 of the charter forbids accented characters and adds an unusual rule: if an accented letter is entered, only the plain letter is recorded, so ñ becomes «n» and ë becomes «e». Article 22 limits the permitted set to A-Z, 0-9 and the hyphen. For a French or Kreyòl brand name, plan the unaccented spelling from the start.

Sixty days in total, and the charter does the arithmetic itself. Under article 42 you have 15 days from the expiry date to renew; if you do not, the name is suspended for 45 days and is then deleted automatically from the management platform. The text spells out the result: deletion falls 60 days after expiry. A deleted name returns to the public pool and can be registered by a new applicant.

No. Article 52 of the charter expressly forbids the consortium from acting as a registrar, which is why no operation request may be addressed to it directly. Registration goes through the accredited service providers on the registry's published list, and that list includes international registrars. The registry also runs no prior-rights search before registration and recognises no pre-registration or reservation procedure.

The charter separates two operations. For a change of holder, article 30 is explicit: the registry validates no voluntary transfer unless both parties have given their agreement. Changing service provider is a separate matter; articles 32 to 34 state that the holder may switch provider at any time, subject to the contractual obligations owed to the current one. There is one route. Article 51 treats the holder as having undertaken to submit to the PARL procedure administered by the WIPO Arbitration and Mediation Center, and it adds: «the Consortium is bound by no other alternative dispute resolution procedure». The alternative is the courts. The name is blocked for the duration of the proceedings, and an expert decision can lead to a forced transfer.
