No. Article 4 of the Naming Charter says it in one sentence: allocation is open to every applicant «whether Haitian or not, whether legally present in Haiti or not». No residency, local contact or document is required. Measurement supports it: the single-letter a.ht is held through the French registrar Gandi and the single-digit 2.ht through the German 1API. Use of the name falls first of all under Haitian law.

The charter recognises one term only: under article 41 a domain name is valid for 12 months from the last operation billed to the registrar. No other period appears in the text, and the fee schedule is set on an annual basis. Measurement supports this: expiry dates on third-party registrations fall one year after the registration date. In practice the renewal calendar has to be run every year.

One character. Article 22 expressly states that names directly under the root may be formed from «at least one letter (a.ht) or one digit (2.ht)». Measurement confirms it: a.ht has been registered since 24 December 2014 and 2.ht since 23 October 2009. The upper limit is 63 characters per label and 255 for the whole name, and a hyphen may not start or end the label.

No. Article 24 of the charter forbids accented characters and adds an unusual rule: if an accented letter is entered, only the plain letter is recorded, so ñ becomes «n» and ë becomes «e». Article 22 limits the permitted set to A-Z, 0-9 and the hyphen. If your brand name is French or Kreyòl, plan for the unaccented spelling from the start.

Sixty days in total, and the charter does the arithmetic itself. Under article 42 you have 15 days from the expiry date to renew; if you do not, the name is suspended for 45 days and is then deleted automatically from the management platform. The text spells out the result: deletion falls 60 days after expiry. A deleted name returns to the public pool and can be registered by a new applicant.

No. Article 52 of the charter expressly forbids the consortium from acting as a registrar for the duration of its mandate, which is why no operation request may be addressed to it directly. Registration goes through the accredited service providers on the registry's published list, and that list includes international registrars such as 1API, Ascio, Blacknight, CoreHub and EPAG — so the extension is reachable through the normal channel from outside Haiti.

The charter separates two operations. For a change of holder, article 30 is explicit: the registry validates no voluntary transfer unless both parties have given their agreement. Changing service provider is a separate matter; articles 32 to 34 state that the holder may switch provider at any time, subject to the contractual obligations owed to the current one, and that the change must not affect the holder's rights. There is one route and its address is fixed. Article 51 treats the holder as having undertaken to submit to the PARL procedure administered by the WIPO Arbitration and Mediation Center, and it adds: «the Consortium is bound by no other alternative dispute resolution procedure». The alternative is the courts; once a final judgment is notified by registered letter, the registry gives effect to it. The name is blocked for the duration of the proceedings.
