No. com.nl is an ordinary domain name registered in SIDN's records inside the .nl zone, and SIDN's role goes no further than keeping that one record. The name you buy opens beneath it at the third level, and that layer is run by COM.NL B.V. Measurement shows it clearly: ask SIDN's lookup server about a .com.nl name and it replies that such subdomains are not supported, while the server that knows the name is the operator's own. The operator says the same thing: technically the extension sits at the second level and only in practice works like .nl or .com.

One year only. The rules put it in a single sentence: a name is registered for a duration of one year and extended by one year each time, with the new one-year term starting on the extension date. The payment clause confirms the same model, since payment is made annually and in advance. The practical consequence is that you cannot buy a two, three or five-year registration in this zone; length is built up by renewing again and again. An automatic renewal option is available, and switching it on saves you from tracking the date yourself.

Any company and any private individual. The operator states this plainly and adds that no local presence is required, describing the registration policy as open both nationally and internationally. No text asks for documents, a trustee or an address in the Netherlands.
