No. The registry asks itself that question and answers it: the name co.nl really is registered with SIDN, just like any other .nl name, but the service CO.NL B.V. builds on that name is entirely independent of SIDN, and SIDN is in no way involved in the registration or management of .co.nl names. Measurement confirms it: ask SIDN's lookup server about a .co.nl name and it replies that such subdomains are not supported; the server that knows the name is CentralNic's. In practice, taking a name under .co.nl is not the same act as taking one under .nl.

Anyone. The registry states it plainly: .co.nl is open to everyone, and today you can register whether you are Dutch or not. None of the published policy documents asks for residence, an address in the country, a trustee or supporting paperwork; private individuals are covered as much as companies, and the registry's data protection policy defines a separate regime for individual holders. No cap is placed on how many names one holder may take. Allocation is first come, first served: the first complete and technically correct request to reach the registry's system wins the name.

The registry's data protection policy states that privacy-sensitive information belonging to natural-person holders is shielded from the public lookup and those fields are shown as undisclosed, while information from companies and organisations is not shielded and cannot be hidden. The distinction rests on the organisation field filled in at registration: leave it empty and the holder is treated as a private person.
