The policy opens eligibility in a single sentence: a delegation may be requested by any natural or legal person, national or foreign, and there is no limit on how many names one person, company or institution may hold. No clause asks for residence, incorporation, an address or a representative in Paraguay. The payment side supports this too: the registry accepts online payment from anywhere in the world and lists international cards explicitly.

As a rule no, but there is one exception. The policy attaches the document requirement only to the restricted zones — edu.py, gov.py, mil.py, coop.py and org.py — and places com.py in the unrestricted group whose applications receive automatic approval. The procedure text, however, reserves a discretion for the unit conducting the approval review: where it sees a problem it may ask the applicant for supporting documents on the organisation's letterhead. The permissions table in the policy defines "change the responsible organisation of the domain" as its own row and grants it to the administrative contact alone — the technical and billing contacts cannot perform it. The same table separates the other powers: changing the DNS servers belongs to the administrative and technical contacts, while renewal is open to all three. If there is no administrative contact, the responsible organisation may act through a representative it appoints.

The registry does not arbitrate itself; the procedure sits in a separate policy plus two rulebooks. The threshold is three cumulative conditions: the name must be identical or confusingly similar to a trademark in which you hold rights; the other side must have no rights or legitimate interest in the name; and the name must have been registered or be used in bad faith. The holder is deemed to accept this policy when applying, when making a modification, or when paying a renewal.

The registrant side is open too: the registry runs a dedicated DNSSEC page offering a modification form for updating DS records, and links out to validation tools.
