No. RoTLD's own registration rules page lists the zones the registry operates by name: .ro, .com.ro, .org.ro, .tm.ro, .store.ro, .info.ro, .nom.ro, .nt.ro, .firm.ro, .www.ro, .arts.ro and .rec.ro. co.ro does not appear on that list. The suffix does sit beneath Romania's country extension, but the namespace is not operated by the country registry; co.ro is an ordinary second-level .ro registration.

Compare the two names in the registry's own WHOIS. Query .com.ro and the registrar field reads «Registru .ro», with the name protected by four locks: delete, transfer, registrant transfer and update. Query co.ro and you get the name of a commercial registrar, external nameservers and the plain status «OK» of a normal registration. That contrast is the difference between a zone and an ordinary domain name.

This cannot be derived from RoTLD's rules, because those rules do not cover names under .co.ro. For the parent zone .ro the rule is plain — any legal or natural person may register, regardless of country — but it applies to co.ro itself, that is to a single second-level name. The conditions for third-level names are set by whoever holds it, under their own terms; ask for those terms in writing before you apply.

The one-to-ten-year range RoTLD announced for the .ro tree applies to the zones the registry operates itself, and names under .co.ro are not among them. Term, renewal conditions and what happens after expiry are set by the party operating the name. The only accurate answer here is therefore to see the term in the contract — quoting a term without a source would be misleading.
