Part Two, article IV of the rulebook recognises two groups. First, Taiwanese corporations, firms, limited partnerships, other profit-seeking associations and professional practitioners registered under the law and having completed taxation registration. Second, foreign corporations, limited partnerships and other associations registered under their own national or state laws. Individuals fall outside this zone; TWNIC provides idv.tw for them, and club.tw and game.tw for unrestricted use.

No. The rulebook conditions a foreign applicant on being «registered under competent national or state laws» — not on any presence in Taiwan. No branch, representative office, local address, local contact or trustee service is required. The taxation registration condition is written for Taiwanese applicants only. In practice this means a company entered in its own country's commercial register can hold a com.tw name, with no incorporation step in Taiwan at all.

None at registration. TWNIC's FAQ is explicit: since 1 January 2003 new applications are submitted directly online and the review of paper documents was abolished, with the applicant confirming by email only. The same text carries the caveat, though: eligibility still applies to domestic and international applicants alike, and where a registered name is reported as not meeting the requirements, a post-registration audit follows. If this page shows a document requirement, that may differ from the registry's current practice.

Article 11 of the registration agreement sets out the steps: where TWNIC finds a breach of a published eligibility requirement, it notifies the registrant in writing or by email and allows a period of seven days. Within that period you may supply supporting material together with a written explanation of why no breach exists, or correct the breach. If the deadline passes or the breach is not correctable, TWNIC may cancel the registration. Because those notices go to the registered email address, keeping it current is critical.

Article 15 of the guidelines: a reminder goes out by email at least 90 days before the term ends; if the fee is unpaid on the expiry date, TWNIC ceases the service and resolution of the domain name for thirty days. Pay within those thirty days and normal use returns, with the new period counted from the day after the original term ended. Otherwise the name is deleted and released for registration. There is no separate redemption stage, so the site stops resolving on the expiry date itself.

No. TWNIC's rulebook defines Chinese, Japanese, Korean, Thai, French and German IDN registration as «limited to second level domain registration under .tw» — IDN exists only directly under .tw. In every third-level zone, com.tw included, names are limited to upper and lower case Latin letters, the digits 0-9 and the hyphen; a hyphen may not sit first or last and may not appear consecutively. If you want a Chinese name, look at the .tw zone.

Inter-registrar transfers run on an auth code. TWNIC's registration-services FAQ sets three limits: no transfer while the name is in «clientTransferProhibited» or «serverTransferProhibited» status; no transfer within 60 days of a new creation or a previous transfer; and the registrant must file the request with the gaining registrar within 3 days of obtaining the auth code. Through TWDRP, the non-litigation mechanism TWNIC established in 2001. Three conditions must hold together: the name is identical or confusingly similar to the complainant's trademark, service mark, personal name, business name or other identifier; the registrant has no rights or legitimate interests in it; and it was registered or is being used in bad faith. Cases are heard by the Science & Technology Law Institute and the Taipei Bar Association. The registration agreement additionally applies Taiwanese law and the Taipei District Court.
