Anyone. TWNIC's rulebook writes a single line for names directly under .tw: «Second Level Domain Names: No particular restriction is applied.» The launch announcement of 2005 spells the scope out — companies, business establishments and legal entities registered in Taiwan or in any other competent jurisdiction may apply, and so may any natural person. Residency in Taiwan, a local address and a local representative are not required. The zone that asks for incorporation papers is com.tw.

No. TWNIC's FAQ even gives the date: since 1 January 2003 new applications are submitted directly online and the review of paper documents was abolished. The registrant confirms by email, and the registration can complete the same day. Because names directly under .tw carry no eligibility condition either, nothing is left to audit afterwards. Transferring ownership is a different matter and does require papers: business registration certificates for both parties and a signed transfer agreement.

Three characters today. Article 4.1(3) of the 2005 launch announcement states that a name directly under .tw «should have at least 3 bytes and not more than 63 bytes». The rulebook puts the general floor at one character but immediately adds a note: opening one- and two-character names to registration will be announced separately. TWNIC's current FAQ likewise records that two-character generic English names are temporarily unavailable. The character range shown on this page may differ.

Yes, and that privilege exists only directly under .tw. Part One of the rulebook defines Chinese (Big5 range), Japanese, Korean, Thai, French and German IDN registration as «limited to second level domain registration under .tw». Japanese registration began on 17 July 2018; the example in the registry's announcement is おはよう.tw. The Punycode form may not exceed 63 characters. In the third-level zones — com.tw, club.tw, game.tw — names are limited to Latin letters, digits and the hyphen.

Article 15 of the guidelines: a reminder goes out by email at least 90 days before the term ends; if the fee is unpaid on the expiry date, TWNIC ceases the service and resolution of the domain name for thirty days. Pay within those thirty days and normal use returns, with the new period counted from the day after the original term ended. Miss them and the name is released for registration. Since there is no separate redemption stage, do not leave the renewal to the expiry date.

Inter-registrar transfers run on an auth code, the transfer password. TWNIC's registration-services FAQ lists three limits: no transfer while the name is in «clientTransferProhibited» or «serverTransferProhibited» status; no transfer within 60 days of a new creation or a previous transfer; and the registrant must file the request with the gaining registrar within 3 days of obtaining the auth code. The 2005 launch announcement defines six sets: 78 words for governmental use, 120 specific numbers held on public interest grounds, the 17 strings ICANN had approved as top-level domains at the time, 187 strings applied for at ICANN, 465 country names of the world together with their three-letter abbreviations, and 36 words for TWNIC. These are not available for registration; an exception requires approval by TWNIC's Domain Name Committee. TWNIC's current FAQ adds that reserved-word restrictions apply only to generic domain names.

Through TWDRP, the non-litigation mechanism TWNIC established in 2001. A complaint succeeds only where three conditions hold together: the name is identical or confusingly similar to the complainant's trademark, service mark, personal name, business name or other identifier; the registrant has no rights or legitimate interests in the name; and the name was registered or is being used in bad faith. Cases are heard by two providers accredited by TWNIC: the Science & Technology Law Institute and the Taipei Bar Association.
