The charter gives the initiative to the holder: you choose the new registrar, that registrar makes the necessary changes, and the original registrar is obliged to cooperate so the operation runs smoothly, which means obstructing it breaks the rules. The transfer does depend on the contractual commitments between the parties having been met, so an unpaid balance can hold it up. .tg is registered directly at the second level, so your name sits immediately under the extension and the address stays short. com.tg, net.tg, org.tg, asso.tg and edu.tg, by contrast, are run as separate zones, and a name registered there sits at the third level.
