Enter Ukraine market with a .COM.UA Domain

Anyone. The public domain regulation contains no provision limiting registration by nationality, residency, type of entity or trademark ownership. An application asks only for the name and a registrant contact object already created in the registry; the mandatory fields in that object are name, city, two-letter country code and email. The country code may be outside Ukraine. The zone that demands a trademark certificate is second-level .ua, not com.ua.

The difference is at the gate, not in the pool of names. Names directly under .ua are delegated only to holders of a trademark protected in Ukraine whose spelling matches the name, and every application is reviewed by hand. com.ua imposes no such condition and allocates names in order of application. The scale of that difference shows in the counts: on 1 August 2026 the second level of .ua held 25,343 names, while com.ua held 270,731.

Article 2 of the public domain regulation fixes the ceiling explicitly: «Максимально допустимий термін реєстрації доменного імені – 10 років», a maximum of ten years. Article 7.3.1 states the default as well: if the application does not specify a term, the name is registered for one year, and the requested term may not exceed the ceiling. A longer term is the simplest way to reduce the risk of missing a renewal, and in this zone the renewal decision sits with your registrar.

At expiry the name moves into the auto-renew grace period. DNS service is not interrupted there, and under article 8 of the regulation deletion happens only on the registrar's own application. If the registrar does delete it, the name leaves DNS and stays in redemptionPeriod for 30 days, recoverable only by a command from the registrar that deleted it. A five-day pendingDelete follows, after which the name is removed from the registry for good.

It can. Hostmaster's own zone listing names IDN among the features com.ua supports, and the registry's IDN page draws its example straight from this zone: незалежність.com.ua, whose ACE form is xn--80ajbeczkg0bk4i3e.com.ua. Article 3.4 of the regulation requires the Cyrillic form to contain nothing but Cyrillic letters, the apostrophe, digits and the hyphen, and to include at least one distinctively Cyrillic character. On 1 August 2026 the zone held 1,560 IDN names.

The procedure has two steps. First you obtain the password of the domain object, the auth code, from your current registrar; before issuing it the registrar confirms that you are the actual registrant and that the domain's statuses permit a transfer. Then you approach the gaining registrar and hand the password over. One detail matters: the domain password is valid for 30 days after it is set and is then deleted from the registry automatically. Through UA-DRP. According to Hostmaster's timeline the policy took effect in com.ua on 19 December 2019 — nine months after the second level of .ua, and years ahead of org.ua (1 November 2024) and net.ua (15 February 2025). The texts in force are the Policy of 15 February 2025 and the Rules of 1 November 2024, and cases are decided by administrative panels of the WIPO Arbitration and Mediation Center. Article 7.3.2 of the regulation makes those decisions enforceable by the registrar.

Article 7.3.1 of the regulation excludes two groups: names already registered, and names on the public zone's stop list (стоп-список). Beyond that there is no review of content or purpose. Article 6.2 states that applications are processed in the order they reach the registry queue, and article 7.3.1 adds that when an application for a given name is already queued, later ones are rejected until it is decided. A name shown as free in a search is not held for you until you complete the application.
