No. The registry divides its zones into special and commercial, and document or eligibility requirements apply only to the special ones (gob.ve, edu.ve, mil.ve, e12.ve, gov.ve). .co.ve sits in the commercial group and registration runs directly through an account on the NIC.ve platform, whose sign-up form offers a country list covering the whole world. Section two of the terms is explicit: «a domain name registration is valid for one year from allocation and may be renewed for equal periods as long as the corresponding payment is made».
