Change of Registrant Guide
This document is prepared to explain the Change of Registrant process performed through Atak Domain Bilgi Teknolojileri A.Ş., in accordance with ICANN Transfer Policy, and with the inclusion of the Designated Agent option.
1. What is Change of Registrant?
Change of Registrant refers to the situation where the information of the domain owner (Registrant) in the WHOIS/RDDS record of a domain changes. The following changes are considered as Change of Registrant:
- Change of Registrant First Name – Last Name
- Change of Organization/Company Name
- Change of Registrant Email Address
These types of changes are subject to a special approval process under the ICANN Transfer Policy.
2. What is a Designated Agent?
A Designated Agent refers to an individual or entity authorized to initiate and approve the Change of Registrant process on behalf of the registrant. Atak Domain Bilgi Teknolojileri A.Ş. can be appointed as a Designated Agent.
To appoint Atak Domain Bilgi Teknolojileri A.Ş. as the Designated Agent, the reseller must:
- Fill out and sign the Designated Agent Agreement. - Download
- If the reseller is an individual, submit an ID card matching the contact name in the system.
- If the reseller is a company, submit the Company Activity Certificate or Company Registration Certificate in alignment with the company’s contact information.
- Clearly specify the domain and contact information for which they are requesting changes.
The Designated Agent option is used only in exceptional cases, such as when the reseller is unable to make changes, cannot access the old email address, or similar special situations.
3. How Does the Change of Registrant Process Work?
Step 1 – Initiating the Change
The domain owner or the authorized Designated Agent initiates the Change of Registrant request via the panel or API.
Step 2 – Notification and Approval Emails
As per ICANN Transfer Policy, the following notifications will be sent:
- A notification/approval email will be sent to the existing (old) Registrant’s email address.
- A notification/approval email will be sent to the new Registrant’s email address.
These emails are not WHOIS verification emails; they are part of the ownership change approval process.

Step 3 – Approval Period
The period granted for the parties to approve the Change of Registrant is:
If approval is not provided within this period, the process will be automatically canceled.
4. Difference from WHOIS / RDDS Email Verification
The Change of Registrant process differs from WHOIS/RDDS email verification:
- WHOIS verification is performed when the registrant email address is unverified.
- Change of Registrant can be triggered even if the email is verified.
- The two processes can operate either parallel or separately.
5. 60-Day Transfer Lock
Once the Change of Registrant process is successfully completed, according to the ICANN Transfer Policy, a 60-day transfer lock will be applied to the domain.
- During this period, the domain cannot be transferred to another registrar.
- Domain renewal, DNS management, and internal transfer operations will not be affected.
6. What Changes When Using a Designated Agent?
When Designated Agent is selected:
- The approval process can be managed through the authorized representative.
- However, the requirement to inform both the old and new registrants still applies.
- The 60-day transfer lock still applies.
7. Important Notes
- Change of Registrant cannot be undone; it can only be canceled before the approval period expires.
- No new Change of Registrant request can be initiated during the process.
- ICANN audits will retain records of notifications and approval logs.
