Yes. The registration terms ask for no connection to Niue at all. Clause 3.1.1 sets one condition: the applicant must be identifiable in an official register. Clause 4.1.1 then allows a non-Swedish applicant to supply «foreign equivalent identification information», so a company applies with its trade register number and an individual with a national ID number.
